The U.S. Green Building Council (USGBC) engaged Paladino and Company to assist in developing a Work and Implementation Plan for the development of the Leadership in Energy and Environmental Design (LEED) Version 3 (LEED 2009) green building rating system. The goal of the Plan was to identify innovations that will improve the technical and scientific foundations of the rating system, decrease costs, and accelerate LEED’s adoption by the marketplace. Specifically the LEED v3 project had the following three simple objectives:

Improve the business model behind LEED

Expand the market for LEED

Increase the performance of LEED
Paladino developed the LEED v3 Plan through the following activities:
- Stakeholder engagement: Paladino led a massive civic engagement effort for three distinct groups of stakeholders: LEED users and green enthusiasts at the local level, LEED “power users” at the national level, and sustainability visionaries and leaders at the international level. The input collected from this series of civic engagement events provided the direction, urgency and underlying values that influenced the development of the Plan.
- Development and Implementation Plan: After holding all the workshops and collecting substantial data regarding the desired future of USGBC and the LEED Rating System, Paladino created the LEED v3 Development and Implementation Plan which identified key activities to improve the business model, expand the market and increase the performance of LEED. In addition the Plan identified department/staff responsibilities and budget allocations needed to complete the recommendations.
